How to Submit a Public Comment on a Proposed Federal Rule

When a federal agency proposes a new rule, the public has an opportunity to submit comments before the rule is finalized. This public comment period allows workers, organizations, and individuals to share feedback based on real-world experience.

Step 1: Go to Regulations.gov

Regulations.gov is the official federal website for submitting public comments on proposed rules.

Step 2: Find the proposed rule

Use the search bar to look up the Rule by keyword, agency name, or docket number.
Select the Rule you want to comment on from the search results.

Each rule page includes a summary, supporting documents, and the deadline for submitting comments.

Step 3: Submit your comment

On the Rule’s page, select the “Comment” button.

You may type your comment directly into the form or upload a document.
Your comment does not need to be long or technical. Plain language is acceptable.

Helpful comments often explain:
• How the proposal may affect safety, working conditions, or the public.
• Personal or professional experience related to the issue.
• Support for or concerns about the proposed rule.

You may submit a comment as an individual, no special credentials are required.

Step 4: Submit before the deadline

Each proposed rule lists a closing date for comments, and comments must be submitted by that date to be considered.
