Project 2025 & Agenda47 – Key Highlights and Potential Negative Impacts on Labor
Dec 04, 2024

Project 2025 Overview

Project 2025 is a strategic policy guide developed by the Heritage Foundation in collaboration with other conservative organizations. Its aim is to transform the federal government and realign it with a vision of minimal government interference, low taxation, and strong executive authority. This initiative outlines reforms across sectors including tax policy, immigration, education, social welfare, and federal administration. It prepares for a conservative administration by advocating a large-scale reduction of the federal workforce, increased political appointee positions, and greater control over civil service.

Agenda47 Overview

Agenda47 is former President Donald Trump’s specific policy platform for a potential second term in office. It builds on many of the ideas from Project 2025, particularly regarding cutting taxes, reducing regulation, and curbing immigration. Additionally, Agenda47 prioritizes dismantling what Trump calls the "deep state," by removing career civil servants and replacing them with politically loyal appointees, enhancing presidential authority, and restructuring federal agencies. It also emphasizes law-and-order policies, including advancing the use of the death penalty and stricter voter regulations.

Potential Negative Impacts on Labor

1. Weakening Worker Protections

Both Project 2025 and Agenda47 emphasize reducing the federal government’s size and role, which could directly affect labor protections. By advocating for deregulation, these plans could diminish worker safety standards, reduce oversight of labor practices, and weaken agencies like the Occupational Safety and Health Administration (OSHA) and the Federal Railroad Administration (FRA), which enforces workplace safety regulations. With fewer regulations, companies may face less pressure to adhere to labor laws, creating a more hazardous work environment for employees.

2. Reduction in Union Power

Both initiatives promote "right-to-work" policies, which have historically undermined union strength by allowing workers in unionized workplaces to opt out of paying union dues. These policies can weaken unions' financial stability and bargaining power, making it harder for them to negotiate fair wages, benefits, and working conditions for their members. Additionally, the emphasis on reducing the federal workforce could impact federal unions, whose members may face layoffs or reduced benefits.

3. Cuts to Federal Workforce

Both plans advocate for reducing the size of the federal workforce, which could have a direct impact on federal employees, including those represented by labor unions. With more political appointees taking civil service roles, long-term federal employees may face job insecurity and reduced career growth opportunities. This change could weaken the structure of federal unions and reduce the ability of these workers to organize effectively.

Conclusion

While Project 2025 and Agenda47 aim to streamline government and promote economic growth, their potential negative impacts on labor are significant. Workers could face diminished protections, weakened unions, reduced access to social services, and increased job insecurity. For labor organizations, these initiatives pose a direct challenge to their ability to advocate for fair wages, benefits, and safe working conditions for their members.
