Dear Utah BRS Members,
A bill has been introduced that would profoundly undermine collective bargaining and union representation in our state. HB0267 (2025 General Session) aims to ban public employers from recognizing labor unions as bargaining agents, prohibit collective bargaining contracts, and restrict how union dues can be collected. It would also shut new labor organization employees out of the Utah Retirement Systems and prevent public employers from using any resources to support or even allow basic union activities on public property.
What’s at Stake
- Collective Bargaining Ban: Public employers would be barred from negotiating with labor unions on wages, benefits, and working conditions, effectively silencing the voice of union members.
- Dues Deduction Limits: Although employees could still authorize automatic dues deductions, the bill creates additional hurdles and annual reporting requirements that burden both labor organizations and members.
- Retirement System Exclusion: New union employees would be excluded from participating in the state retirement system, making it harder for unions to attract and retain a stable workforce.
- Restrictions on Public Resources: Public entities would not be allowed to use public money or facilities for any union-related activities, limiting the union’s ability to communicate with employees and advocate on their behalf.
Why It Matters
These provisions would strip away the basic rights of union members to collectively stand up for fair wages, benefits, and safe working conditions. Unions rely on the ability to negotiate openly with public employers, and the threatened ban on that process would weaken worker protections across our state.
